Free PDF tools for everyday document work
Merge, split, organize, convert, watermark and inspect PDF files from one clean workspace. Core processing happens in your browser and does not require a paid PDF API.
Start with a tool below. Your file is selected only after you open the tool.

Organize PDF
Combine two or more PDF files into one clean document. Reorder your files before merging and download the result instantly.
Split a PDF by page range such as 1-3,5,8-10. Only the selected pages are included in the new PDF.
Delete selected pages from a PDF while keeping the remaining pages in their original order.
Keep only the pages you need from a PDF and save them as a separate PDF document.
Visually rearrange pages, mix multiple PDFs, rotate, duplicate or remove pages, and insert blank pages.
Rotate every page in your PDF by 90°, 180° or 270° without uploading the document to a paid API.
Trim visible page margins using points. This changes the PDF crop box and does not rasterize your file.
Create compact 2-up or 4-up PDF sheets for handouts, review copies or paper-saving printouts.
Find pages that render almost entirely white and create a copy without them. Detection is heuristic, so review the detected pages before relying on the result.
Prepare page order for folded booklet printing. Blank pages are added automatically when the page count is not a multiple of four.
Optimize PDF
Reduce many image-heavy PDF files by rebuilding pages with controlled JPEG quality. The tool reports the actual size reduction and will not claim success if the output is larger.
Recognize printed text in scanned or image-only PDFs. Choose the document language and pages. Create a searchable PDF for Latin-script documents or export recognized Unicode text as TXT.
Convert to PDF
Build a PDF from phone scans or photographed pages. Reorder and rotate scans, choose paper and quality settings, and optionally add a searchable OCR text layer for supported Latin-script languages.
Turn multiple images into one PDF. JPG, PNG and WebP are supported in the browser.
Convert a saved HTML/HTM file into PDF without uploading it to a paid conversion API. Choose paper size, orientation, margins, render scale and output quality.
Convert modern Word .docx documents to PDF locally in your browser. Basic text, headings, tables, lists and embedded images are preserved where the DOCX structure exposes them.
Convert Excel workbooks to PDF without a paid conversion API. Choose the first sheet or all sheets, set paper orientation and fit wide tables to the PDF page.
Turn WebP images into a single PDF using the same page-size and margin controls available for JPG and PNG conversion.
Convert one or more JPG/JPEG images into an A4-friendly PDF while preserving image quality.
Create a PDF from one or more PNG images with automatic page sizing.
PDF Utility
Check important PDF/A readiness signals before archival conversion. This is a browser-side diagnostic, not a certified PDF/A converter or validator.
Re-save a readable PDF into a clean file structure. Severely corrupted or unreadable PDFs cannot be magically recovered.
Open and preview PDF pages with simple previous/next navigation without modifying the file.
Create a copy with common document-information metadata cleared. This does not claim to remove every possible hidden object or forensic trace.
Find a word or phrase and see which pages contain it. Scanned image-only PDFs require OCR and are not searched by this tool.
Inspect the document outline stored inside a PDF. If the source PDF has no bookmarks, the tool reports that clearly.
Scan PDF annotations page by page and export detected external links as CSV.
Convert from PDF
Render each PDF page as a JPG image. Multi-page results are downloaded together as a ZIP file.
Render all PDF pages into clear PNG images and download them together.
Render all or selected PDF pages as WebP images. Choose export resolution, quality and color mode before downloading a ZIP.
Preview the PDF first and extract standalone embedded images where the PDF contains them. For flattened catalogue PDFs, use manual page crop extraction to save individual visible images.
Extract text from text-based PDFs page by page. Scanned image-only PDFs require OCR and are not falsely treated as readable text.
Convert scanned PDF page images into editable Unicode text. This tool uses OCR rather than pretending image-only pages already contain selectable text.
Render PDF pages in grayscale and rebuild them as a PDF. This is useful for monochrome printing but rasterizes page content.
Generate a lightweight preview thumbnail for websites, listings or document libraries.
Edit PDF
Add clean page numbers to the bottom-center of every page while keeping the original PDF content intact.
Apply a light diagonal text watermark such as DRAFT, CONFIDENTIAL or your business name.
Upload a PNG/JPG logo and place it as a transparent watermark on every PDF page.
Upload a PNG or JPG signature image and place it near the bottom-right of the selected PDF pages.
Add text fields, checkboxes, radio buttons, dropdowns and option lists, or fill existing interactive PDF fields and optionally flatten the completed form.
Place each original page proportionally onto a standard paper size without stretching it.
Create extra white space around each PDF page for printing, notes or binding.
Visually add and position text, images, shapes, highlights and freehand elements directly over a rendered PDF page, then export the edited PDF.
PDF Security
Add a user password, optional owner password and granular PDF permissions with real QPDF-powered browser encryption.
Enter the correct user or owner password to create an unlocked copy with encryption and restrictions removed.
Open an encrypted PDF with its current password, then apply a new user password, optional owner password and fresh permissions.
Search selectable text or define manual page areas, then create a flattened redacted copy so covered content is not left underneath the redaction.
Select two similar PDFs and compare their text changes or overlay matching pages to spot visual differences.
Image Tools
Reduce image file size with adjustable quality. Batch upload is supported and results can be downloaded as a ZIP.
Resize one or many images by pixels or percentage, preserve aspect ratio, avoid enlargement, choose fit behavior and export format/quality.
Crop an image using exact pixel coordinates or percentage edges, optional aspect-ratio presets, and export format/quality controls.
Convert one or many supported images to JPG. Transparent areas are placed on white.
Convert one or many JPG images to PNG directly in your browser.
Create modern WebP images in your browser with adjustable quality.
Rotate one or many images while preserving the original format where supported.
Enlarge image dimensions using high-quality browser resampling. This is non-AI upscaling and does not invent missing detail.
Watermark multiple images with text, logo, or both. Control position, repeat layout, rotation, opacity, spacing, shadow, output format and quality with live preview.
Apply practical browser-based photo adjustments without uploading the image to a paid image-processing API.
Add bold top and bottom captions to your image and download the result.
Manually choose the area to blur by percentage. This privacy tool does not claim automatic face detection.
Best for logos and product images with a mostly uniform background. This is a color-based browser tool, not AI object segmentation.
Simple PDF processing without a paid API
Choose a tool, select your file, set the required options and process it. Supported tools use browser-side JavaScript libraries, so routine PDF manipulation can work without sending each document to a paid third-party conversion API.
About PDF Manager
Are these PDF tools free?
Yes. This version is designed to use free browser-side libraries and does not require a paid PDF processing API.
Can PDF Manager extract images from a PDF?
Yes. PDF Manager includes both PDF page-to-image conversion and a separate Extract Images from PDF tool that attempts to export raster images embedded inside the PDF.
Do the tools work on mobile?
The interface is responsive, but very large PDFs can require substantial memory. Desktop browsers are recommended for large files.
